Paperless Customs Declaration Process to Be Launched Today

A ceremony to launch the Paperless Customs Declaration Process, introduced jointly by the Revenue Administration Reforms and Modernisation Bureau of the Presidential Secretariat and Sri Lanka Customs as a significant transformation of Sri Lanka Customs, will be held today (01) at the Sri Lanka Customs Auditorium, under the patronage of Deputy Minister of Economic Development Nishantha Jayaveera and Secretary to the President Dr Nandika Sanath Kumanayake.

The Paperless Customs Declaration Process, which is being introduced as part of the Government’s programme to digitalise public services under its economic reform and public service modernisation programme, will enable more efficient, faster and transparent services throughout the customs clearance process.

Accordingly, with effect from 01.10.2026, all importers and declarants will be required to submit their customs declarations and other relevant documents bearing a valid digital signature. Customs declarations submitted under the previous system will no longer be accepted.

A key feature of the system is that it can detect changes made after a digital signature has been applied, thereby reducing opportunities for fraud and corruption.
