Sri Lanka to Introduce Demerit Points System for Traffic Offences From March

Sri Lanka is preparing to introduce a demerit points system for traffic offences from March next year, with drivers who accumulate 30 points facing the cancellation of their driving licences, according to the Commissioner General of Motor Traffic, retired Air Vice Marshal Thushara Fernando.

Speaking to the media on October 22, Fernando said the proposed system would assign points for individual traffic violations. Once a driver accumulates 30 points, their driving licence will be cancelled under the planned system.

Drivers seeking to regain their licences would be required to attend a recognised driving school and undergo the necessary assessment to establish their driving fitness.

48cc Motorcycles Must Be Registered

Fernando also addressed concerns about the large number of 48cc motorcycles operating across the country.

He stressed that these motorcycles cannot be used on public roads without the required registration, despite claims by some sellers that registration is unnecessary.

Owners of older motorcycles must present the relevant chassis or frame documentation and supporting certificates to the Department of Motor Traffic to obtain registration documents.

Vehicle Fitness Certification Under Consideration

The Department is also planning to introduce vehicle fitness certification alongside emissions testing.

Under the proposed arrangement, vehicles would need to undergo inspections at recognised garages to obtain fitness certification before returning to the road. Further details regarding inspection intervals and implementation are yet to be confirmed.

Fernando also said investigations were being conducted into the lorry involved in the cement mixer truck incident in Akurana.

Meanwhile, an evaluation ceremony for driving schools is being organised, and the deadline for applications has been extended.

The proposed traffic penalty system is intended to strengthen road discipline and accountability among motorists. Drivers are advised to follow official announcements for confirmation of the implementation date and the specific offences that will attract points.
