GovHR Human Resource Management Information System Launched to Digitise Sri Lanka’s Public Service

Colombo, September 24, 2026 — The Human Resource Management Information System for the public service, known as GovHR, was officially launched under the patronage of Minister of Public Administration, Provincial Councils and Local Government Professor Chandana Abayarathna.
Deputy Minister of Digital Economy Eranga Weeraratne, ministry secretaries, Dr. Hans Wijeratne and several other officials were also present at the launch.
Addressing the event, Minister Professor Chandana Abayarathna described the occasion as a milestone in changing the country’s future direction.
He said that the government had prepared its policy programme by taking into consideration people’s experiences, expectations and prevailing circumstances. He noted that research and development had been included as an important component, with discussions also held on how digital programmes could be introduced and implemented to help advance Sri Lanka from its existing position.
The Minister said that after the President assumed office, three priority programmes had been introduced by the government, with the digitalisation process being one of them.
He described the day’s programme as highly productive and highlighted the need to move away from systems that depend heavily on maintaining physical documents and towards more convenient and technology-integrated processes.
The Minister said that improving the way work is carried out within the public service and building an efficient public service were important responsibilities in preparing the country for the future.
He further stated that everyone had a responsibility to contribute to building the future and said the changes expected by the public as part of a “system change” should also be implemented within the public service.
Deputy Minister of Digital Economy Dr. Eranga Weeraratne and several other officials also addressed the event.
The GovHR system has been launched with the objective of making human resource management in the public service more efficient and digitalised. It is intended to manage information relating to public servants, service administration and human resource management through digital technology.
One of its key objectives is to modernise human resource management in the public service by replacing traditional procedures with information technology. The system will also enable information relating to public servants to be managed within a centralised system.
Through GovHR, human resource functions including the recruitment, service management, promotions and transfers of public servants can be carried out digitally. The system is expected to contribute to improving the efficiency of the public service.
The system is also expected to reduce the time and resources required for administrative activities and contribute to the establishment of a more efficient public-service system.
The Ministry of Public Administration has previously identified the development of digital human-resource management systems as part of its public-service reform programme, including the digitisation of HR processes and the reduction of unnecessary procedures and delays.
